Take me to the LVPOA Association Documents BeginningsIn 1979, 259 acres of open field and forest in Forest, Virginia (near Lynchburg, Virginia) were purchased for a housing development. Although originally intended as a typical residential subdivision, the beauty of the land and spectacular views of the Blue Ridge mountains suggested that much more could be done. After completing market research and feasibility planning, an overall land plan was developed by a Washington D. C. design firm. Under the guidance of the founder of the Corley Company, Wayne B. Corley, this plan created a series of individual neighborhoods. Each area was set aside by broad greenbelt and common areas. Amenities, including a swimming pool, tennis courts, a three acre lake with a lit walking trail and a larger proposed 30 acre lake with a nature trail were included in this planning.
The Beginnings of Lake Vista DriveEach neighborhood (except the single family area) has a board which is responsible to maintain the quality of their building(s). The Lake Vista Property Owners Association is the organization charged with the overall responsibility to maintain the common amenities and the overall development. What makes Lake Vista unique is our long term commitment to creating and maintaining a community. From the early planning days through the height of construction to a mature community, the Developer and the succeeding property owner boards, have always looked to Lake Vista as a community.

ExpansionIn 1987 and 1988 Lake Vista expanded by 110 acres and again by 360 acres. Of this new land, only about 290 were actually incorporated into the Lake Vista Development, the remainder were set aside for business development. During this period, Swan Lake (named by a Lake Vista resident) was constructed and filled, a road was built over the Swan Lake dam to connect Lake Vista Drive with Graves Mill Road and, in 1991, a pool was built just off the new road.
Fall at Lake VistaForest LakesBy the third quarter of 1991, the pace of new construction and development at Lake Vista had slowed. Late in 1991, the developer of Lake Vista (Wayne Corley) and a principal investor in the expansion of Lake Vista decided to end their partnership. This separation was made final in a February 1992 agreement. This agreement transferred control of the development around Swan Lake. A portion of what was Lake Vista became Forest Lakes. To this day Forest Lakes and Lake Vista remain as separate developments.
Property Owner ControlThe day-to-day control of the Lake Vista Property Owners Association was turned over to the property owners on 1 September 1992. Since that time the association has tried to preserve our unique Lake Vista community. One of the first actions taken by the Lake Vista Property Owners Board of Directors was to purchase the former sales office and convert it into our Lake Vista Centre. Since that time, the board has increased the parking around the centre and completed many beautification projects. An important new step in our history was taken in 2000 when the Board of Directors approved a 5-year financial plan. This plan provided for a number of important projects for our community including a new swimming pool. Pool construction was started in the fall of 2000 and scheduled for completion in the spring of 2001.

The desirability of Lake Vista has not been lost on other local developers. As the original declarant was decreasing his involvement at Lake Vista, two other local developers became involved at Lake Vista. HAB, Inc. purchased several areas and has nearly completed construction in their Winterberry Drive section. In 1994, J. B. Forehand and Company purchased the remaining 59 acres of Lake Vista. Their section is the last area of Lake Vista that will be developed.
